OXEA Corp. is advancing a major expansion of its specialty chemicals manufacturing complex in Bay City, Texas, with Kent PLC selected to provide a broad package of engineering services.

The site is located about 30 kilometers southwest of Houston and occupies a strategic position within the United States Gulf Coast chemicals corridor.

Kent is performing the work through a three year master services agreement signed with OXEA in 2025.

That agreement covers engineering, procurement, and construction management services across the chemical producer’s operations.

Detailed engineering is now underway for the approved project, which will increase production capacity for propionaldehyde at Bay City.

The investment also will give the complex full production capabilities for propanol and butanol, strengthening its role within several important downstream chemical value chains.

Kent expects to complete its current scope later this year, according to a July 20 statement from the engineering services provider.

The latest contract follows Kent’s completion of front end engineering design for the expansion earlier this year.

The service provider also recently completed a laser scanning campaign across the Bay City operation.

That work produced an updated digital survey of existing assets, giving engineers more accurate information for project development, maintenance planning, and future capital programs at the complex.

OXEA formally approved the project through a final investment decision on July 9.

The expansion represents one of the company’s largest recent investments across its global oxo chemicals production network and signals a substantial commitment to additional Gulf Coast manufacturing capacity.

Beyond the immediate increase in oxo intermediate production, the project will improve feedstock availability for OXEA’s carboxylic acids portfolio.

It also will preserve space and operating flexibility for further capacity additions that could follow the current construction program.

The Bay City complex manufactures oxo intermediates used across coatings, lubricants, plastics, pharmaceuticals, cosmetics, flavors, fragrances, and other industrial markets.

These products occupy critical positions in manufacturing chains that depend on reliable supplies of chemical building blocks with consistent specifications.

OXEA said the investment will concentrate on expanding its established oxo chemistry technologies rather than introducing new product lines. That strategy allows the company to build on existing process expertise, infrastructure, customer relationships, and operating capabilities at Bay City.

Additional propionaldehyde output will support increased production of propanol and butanol, both of which are valuable intermediates for multiple downstream applications.

Greater site output also is expected to strengthen feedstock supply for the company’s carboxylic acids business.

OXEA has not disclosed the total value of the expansion or the specific incremental capacities planned for each product.

Even without those figures, the project’s engineering scope and supporting infrastructure indicate a significant enlargement of the complex’s production platform.

A central element of the development will be a dedicated synthesis gas production unit supplied by Air Liquide USA LLC. Air Liquide will design, construct, own, and operate the unit at the Bay City complex under a long term supply agreement with OXEA.

The synthesis gas plant is scheduled for completion by yearend 2028 and will support the expanded chemical production capabilities.

Site preparation for Air Liquide’s installation is expected to begin during the third quarter of 2026, giving the companies a defined path into construction.

Synthesis gas provides the hydrogen and carbon monoxide needed for hydroformylation and related processes used in oxo alcohol manufacturing.

A dependable on site supply therefore will be essential as OXEA raises propionaldehyde, propanol, and butanol production at the complex.

Air Liquide’s design will allow carbon dioxide to be recirculated into the reactor, helping optimize synthesis gas composition and improve production flexibility.

OXEA expects this reuse of carbon dioxide to reduce total site emissions while supporting a more environmentally sustainable manufacturing operation.

The combination of expanded oxo chemistry capacity, modernized site data, and dedicated synthesis gas infrastructure gives Bay City a stronger foundation for future growth.

With detailed engineering progressing and major contractors in place, OXEA is moving the investment from approval toward execution.
